MPACT AND EFFECTIVENESS

1.

With the Sector Policy on Inclusive Education of 2013, the Programme laid the groundwork for the

mainstreaming of inclusive education into Namibia’s legislation (review of the Education Act of 2001), and

education reality for a sustained increase in learning outcomes for learners with disabilities.

UNICEF’s This Ability Programme in Namibia is similar to other technical assistance programmes the UN organization is

carrying out across countries in the Global South and it is thus a tested good practice that can be easily copied by other

development partners. UNICEF’s This Ability Programme costs 680,400 USD per annum, totaling 2,721,600 USD in a 4

years’ time. It represents an investment of just over 45 USD per child/beneficiary. For 2015, 250,000 USD were already

provided for the review of the Education Act (technical assistance for planning, implementation and monitoring), and

for implementation of the Inclusive Education Policy (teacher development).

In the coming years (2015-2017), UNICEF’s This Ability Programme aims to expand access to and provision of quality

education for all children with disabilities in Namibia; establish therapeutic and protective support mechanisms for all

children with disabilities at community level; and that at least 40% of teaching staff are able to implement Inclusive

Education practices in schools by the end of 2017. In particular, in 2015-2016, the review of the Education Act of 2001

will legislate inclusive education and a supportive educational environment for all learners/children with disability, and

ensure that all excluded children access quality education within 3 years

.

Currently no models are in place and UNICEF is

working with Government to establish best practise for scaling up. UNICEF is still working towards addressing negative

social norms around children and persons with disabilities. Whilst teachers are very supportive of inclusive education,

they feel disempowered and lack capacity.
