According to the INEE Summary of Key Findings from the Analysis Report: Measuring the Implementation and
Impact of the INEE Minimum Standards of 2007, results of applying the MS were: Improved community
participation and coordination; increased attention to the issues detailed in the analysis standards; increased
attention to advocacy and capacity building; increased attention to specific issues or standard categories.
Furthermore, nearly 20% of respondents indicated that enrollment in their programmes has increased thanks to
the MS.

According to INEE MS Assessment Report of 2012, as experience in education increases, so does knowledge
about INEE MS. However, regardless of experience in education, about 1 in 7 people still report having limited
understanding of the INEE MS Transferability, Scalability and Cost-Efficiency.
The INEE Minimum Standards and Toolkit are implemented in emergencies by humanitarian agencies and organizations
all around the world. Furthermore, the INEE Minimum Standards is an official companion to the Sphere Project’s
Minimum Standards in Disaster Response handbook, and has recently been updated; inclusion is now a key issue that is
mainstreamed throughout the INEE handbook.

The INEE MS Assessment Report of 2012 included some recommendations for future improvement. It stated that there
should be more regular advocacy and engagement with potential users of the INEE Minimum Standards, more
dissemination about the MS, and the promotion of learning about the INEE MS through channels outside of formal
trainings. As well, NGOs and International NGOs may not have access to funding to support training or may not be
aware of training opportunities about MS. In general, addressing the immediate educational needs of a diverse range of
learners during emergencies is often seen as challenging, especially during the acute phase. There is often a
misunderstanding that greater stability is needed before efforts to reach excluded groups can move forward.
