As a result, in autumn 2016 training with new curricula for secondary school teachers is starting in whole Austria.

In 2015, BZIB will undertake the further sensitization for the new teacher training, assist the elaboration of the curricula
for secondary school teacher training and the development of several master degrees, and hold a congress on inclusive
instruction principles. As well, further working group meetings will be held to clarify which competences teachers
specialized in inclusive pedagogy with the focus on disability should have. At those meetings representatives of the
different categories (Hearing, Visual, Motoric, etc.) will develop proposals on which competences should be taught to all
at the Bachelor and which should be taught at Master level, and it will be discussed which teacher training colleges and
universities will be able to offer that training.
In its first report to parliament (March 2015), the Quality Management Council (QSR) stated that there is a lack of
quantitative and qualitative personnel at teacher training colleges and universities, as well as a lack of managerial and
organizational structure to anchor a quality teacher training. Furthermore, it considered useful merging teacher training
colleges and universities in the long-term perspective.
As next steps, the parliamentary debate identified the need to reform pre-school and nursery as well as vocational
teacher training so that they include inclusive pedagogy. Furthermore, there should be post-qualification possibilities for
already trained teachers, for which resources need to be made available. Another next step is a new service and pay
legislation for teachers.
